Statement by Congressman Ted Deutch on the 2013 Iranian Elections

Congressman Ted Deutch (FL-21), Ranking Democrat on the Subcommittee on the Middle East and North Africa and a senior member of the House Foreign Affairs Committee, released this message regarding today's elections in Iran:

"Today, the people of Iran headed to the polls to participate in a flawed and undemocratic election. Before even one ballot was cast, the Supreme Leader went to great lengths to ensure that one of his own proxies is elected by disqualifying hundreds of qualified candidates. As we saw in 2009, the regime is willing to engage in large scale vote-rigging and to ruthlessly suppress any and all dissent. I strongly condemn any electoral manipulation and repression of the Iranian people’s efforts to fully participate in a democratic election.

"Despite being deprived by their government of free, fair, and credible elections, the Iranian people continue to look for small opportunities to have their voices heard and advocate for real democracy in Iran. As we wait for the results, I continue to stand with the Iranian people in their demands for democracy and human rights in Iran."

Congressman Deutch Commends Administration Decision to Promote Free Flow of Information to Iranian People

Congressman Ted Deutch (D-FL) released this statement on the Administration’s announced removal of decades-old restrictions on technology that will help facilitate greater access to information for the people of Iran:

“The Administration’s latest effort to allow greater access to technology will help promote the free flow of information to the Iranian people. For years, the Iranian regime has worked to systemically deny the people of Iran access to international and unbiased information, and to prevent them exercising basic human freedoms of expression and assembly. With elections drawing near, it is vital we stop the Iranian regime from successfully dropping an Electronic Curtain on its people.

“Yesterday’s actions by the Treasury Department send a powerful message to the Iranian people that we stand with them in their quest for freedom and democracy. Congress must further enhance these efforts by passing the Nuclear Iran Prevention Act, which now includes my amendment to help prevent Iran from obtaining technology used as tools of repression.”

Congressman Ted Deutch is Ranking Member on the Subcommittee on the Middle East and North Africa and a senior member of the House Foreign Affairs Committee. Recently, the House Foreign Affairs Committee adopted an amendment authored by Congressman Deutch to the Nuclear Iran Prevention Act that would expose companies that transfer technologies to Iran used for repression and human rights abuses and prevent the sale of these sensitive technologies to those companies.
Foreign Affairs Committee Adopts Deutch Amendments Supporting Fair Elections and Free Access to Information in Iran

(Washington, DC) Today, the House Foreign Affairs Committee unanimously accepted three amendments to the Nuclear Iran Prevention Act authored by Congressman Ted Deutch (D-FL), Ranking Member for the Subcommittee on the Middle East and North Africa. Two of the amendments come at a critical time in the struggle for democracy in Iran, with yesterday’s disqualification of former President Rafsanjani as a candidate and continued reports of a crackdown on free expression in advance of the upcoming presidential election. Even as the Iranian regime clamps down on its people ahead of the June 14th elections, Congressman Deutch’s first amendment expresses U.S. support for the Iranian people through the promotion of free and fair elections, human rights, civil liberties and the rule of law. The second measure will help prevent Iran from obtaining technologies used by the regime for repression and human rights abuses. A third amendment authored by Congressman Deutch and adopted into the Nuclear Iran Prevention Act builds upon his previous work empowering states to divest from Iran by expanding their ability to divest from a broader range of businesses.

“Tensions in Iran are rising, with the regime showing a willingness to shut out reform voices and restrict the free flow of information as the June elections approach,” said Congressman Deutch. “We cannot allow Iran to drop an Electronic Curtain on its people by tracking their movements, suspending Internet access, and denying access to foreign-based news sources. As we work to deprive the Iranian nuclear weapons program of billions of dollars in revenue by enhancing economic sanctions, we must also stand firmly with the people of Iran by sending a message that we support them in their struggle for democracy.”
Deutch, Buchanan, Welch Introduce Seniors Fraud Prevention Act

To better protect seniors from financial fraud designed to target their assets, Congressman Ted Deutch (D-FL), Congressman Vern Buchanan (R-FL), and Congressman Peter Welch (D-VT) have introduced the Seniors Fraud Prevention Act of 2013. This bipartisan legislation would establish an advisory office within the Federal Trade Commission's (FTC) Bureau of Consumer Affairs to better protect seniors from fraudulent investment plans and asset management offers; sweepstakes and charity scams; and telemarketing, mail, and Internet fraud. This advisory office would be tasked with educating and alerting seniors to new scams and establishing a more effective complaint system to ensure reports of fraud are quickly addressed by the appropriate law enforcement agency.

“While financial fraud can hit anyone, in Florida, we know all too well how seniors who have worked hard their entire lives to retire securely make high value targets for scam artists,” said Congressman Deutch. “As the Baby Boomers retire and a growing number of Americans become vulnerable to schemes designed to go after their assets, the federal government must proactively alert the public of the latest threats and work closely with law enforcement to protect our seniors’ financial security.”

"Seniors spend their entire lives working hard and saving so that they can retire with peace of mind," said Congressman Vern Buchanan. "Unfortunately, an increasing number of criminals are targeting Americans over 65, the fastest growing population in our country. With nearly 200,000 seniors living in my area of Southwest Florida, I understand that these crimes steal more than our loved ones' money – they also steal their independence and trust. The Seniors Fraud Prevention Act is a critical step to combating fraud, protecting seniors and bringing those responsible for these unthinkable crimes to justice."

“Every day across this country, vulnerable seniors are being ripped off by scam artists,” said Rep. Peter Welch, “It’s not uncommon for their victims to lose their life’s savings. Our bill would put a federal cop on the beat to alert seniors of fraudulent schemes and help stop these criminals in their tracks.”

A Federal Reserve Survey of Consumer Finances for 2010 found that households with people 65 and older had approximately 1/3 of the wealth of the United States. According to a MetLife Study on Financial Elder Abuse, annual losses from elder financial fraud increased 12% to $2.9 billion in 2010 from $2.6 billion in 2008. Significant psychological research also suggests that age-related changes in memory, cognition, and emotion can make elderly Americans more vulnerable to fraud.

U.S. Representatives and Senators File Amicus Brief on Behalf of Chinese Drywall Victims

Today, U.S. Representatives Ted Deutch (D-FL), Scott Rigell (R-VA), Alcee L. Hastings (D-FL), Debbie Wasserman Schultz (D-FL), Randy Forbes (R-VA), Bill Posey (R-FL), Rob Wittman (R-VA) and U.S. Senators Mark Warner (D-VA), Tim Kaine (D-VA) and David Vitter (R-LA) filed an amicus brief in the 5th Circuit Court of Appeals on behalf of homeowners across America who still seek justice for the destruction to their homes caused by tainted drywall from China. First reported in 2009, thousands of homeowners in Florida, Virginia, Louisiana, and 35 other states have been affected by this contaminated drywall, which corrodes copper wiring in home electrical, telecommunications, and lighting systems, destroys air conditioners and other household appliances, and is associated with serious health problems.

The amicus brief supports a September 2012 Federal judge’s ruling that Taishan Entities, a major manufacturer of the tainted drywall, be held to the court decrees made from the Multi-District Litigation arranged to deal with claims from affected homeowners in the U.S. District Court for the Eastern District of Louisiana. Unlike Knauf Entities, a separate manufacturer of the drywall that in 2011 submitted to the jurisdiction of the MDL and entered into a settlement agreement with homeowners, Taishan Entities has appealed to the 5th Circuit Court of Appeals in an effort to avoid addressing claims filed by homeowners.

“It is shameful that so many families whose homes were damaged and property values destroyed as a result of contaminated drywall from China have yet to receive justice,” said Congressman Deutch. “The filing of this brief represents a bipartisan commitment to ensuring that the manufacturers of this defective drywall are held accountable and that these homeowners’ claims are finally heard.”

“Though all are frustrated by the slow pace of this process, we remain committed to helping these homeowners in Virginia’s Second District – and across the country – receive the justice they deserve,” said Representative Scott Rigell (VA-2), co-chairman of the Contaminated Drywall Caucus. “This is a firm step toward that goal.”

Asserting Federal Court jurisdiction over the companies that manufactured tainted Chinese drywall is consistent with the Sense of Congress in the Drywall Safety Act of 2012 that was passed by Congress and signed into law by the President. The amicus brief was drafted with the assistance of Professor Edward Sherman, the former Dean of the Tulane Law School and an expert on civil procedure.
